I don't have all the details, but before he became a Watcher, he and some of his friends had
dabbled in black magic. Apparently he had made some mistakes which he still regrets. One
of his friends, Ethan Rayne, has since appeared in Sunnydale on occasion, having become
evil. In the second-season ep, "Halloween", he was the one who sold those enchanted
Halloween costumes that turned Xander into a soldier and Willow into a ghost.

I think Giles deeply regrets his past acts, and now over-compensates by trying to rein in
Buffy. Of course, he secretly admires Buffy's rebellious streak, since it reminds him of him in
his younger, "Ripper" days.
