I don't see why not, although I didn't mean it as a Willow-centric story.  Before this sprawling epic reaches it's conclusion, scores of characters, from both BtVS and Gargoyles, will make their presence felt.  I can't wait to get to Demona, MacBeth and rest of the Manhattan clan!
