No Warren fires the last couple of shots at an upward angle. The shot entered her lower back and left through her chest towards the ceiling which is why Willow is not hit.

Something that occured to me was that I was reminded of what happened to the Jenny/Giles relationship (estranged lover + reconciliation + sudden death of lover = P.O.'ed main character )

I doubt that they will kill Willow, as there is supposedly another year to go in her contract.
