Season 6 Missed Opportunites

I'm still trying to figure out why they thought we would enjoy this last season. Possibly the creator's have developed the X-Files syndrome, wherein they forget that the entertainment of the audience is the reason for their presence on TV.
Anyway I've been running through my mind a number of things that they could have done to have improved the season.
Magic = Drug theme. Fine, how about introducing a real drug story parallel. Maybe say give Dawn a life with some friends her age and have them getting into drugs instead of the lame 'Dawn is a secret klepto because she is crying out for attention' plot line. Here's an idea, Sunnydale supposedly has a big PCP-gang problem (vamps); What if a REAL gang came to Sunnydale and was pushing drugs. Buffy can't kill them because they are real.
This leads to the problem of the lack of a true villian. The TRIO were never interesting or believable. A gang threat would maybe have brought a sense of danger to the storyline, not to mention the use of guns. Was it just me or did Warren's sudden use of a gun to try to kill Buffy seem completely out of character and forced?
Buffy could capture some of the gang members and turned them over to the cops. The gang members get out of jail by posting bail/technicality, then the gang could have do a drive by shooting at Buffy that ended up killing Tara . Willow could have then gone nuts, and first kill of the gang members, then go after the defense attornies, police, judges, etc...not the hokey 'I need to end the world by being completely out of character'.
Another missed opportunity was the lack of any further study of Dawn's true nature. I think they should have worked on developing this mystical Key business and give the viewers a reason to be glad that Buffy saved Shiny McWhiney last season, rather than instilling in everyone the desire to go back and push the damn brat off that tower before Buffy got there.
There have been a number of comments about how out of character Willow was. Frankly, I'd say that all the characters were out of character this whole past year.
