The most prominent higher-up we've seen in the Council is indeed Quentin Travers.  In "Helpless" he forced Giles to administer the Cruciamentum, a test of the Slayer's abilities on her 18th birthday, by hypnotizing her and injecting her with muscle relaxant to sap her strength.  The test went haywire from there(and Buffy was understandably livid when she found out!), and Buffy had to rescue her mom from a psycho vamp named Krelik(who bears a striking resemblance to magic dealer Rack, but that's neither her northere).  Quentin then fired Giles as Buffy's watcher for 'caring too much', which led to Buffy's fateful decision in 'Graduation Day 2' to cut all ties with the Council.

Quentin later appeared in the fifth season ep "Checkpoint", where Buffy essentially coerced him to rehire Giles as her official Watcher.  He appeared early in Season Seven, only to die along with most of the Council in an attack by the First Evil.
