It is my understanding that another Slayer would be
called (Faith was called because Kendra died. Kendra
was called when Buffy died [for a short time] at the
end of Season I)

As far as I know it has never been addressed in the
show - the Watchers have been around for a very long
time, but as we saw at this season's finale, Slayers
were prehistoric. In my opinion, Watchers would come
about after people noticed these special girls and
after little things like language of some type was
"invented" (not necessarily a written language, but
something to pass down the tales)
