Sounds like in the movie she's 15 in LA, then turns 16 just before as her mother moves them to Sunnydale, cause while they're still unpacking her mother talks how tough it is being 16.

When she is explaining to Maggie and Riley about her slaying.... and blowing his ego about his "impressive" 14 kills, she said she has been doing this since she was 15.
