OK. I'll explain.  

First off British police are very, very wary of anyone but
themselves being armed. It is highly unlikely that they would
let a forgien national walk the streets of the capital armed
without some sort of escort/guard if they let them be armed at
all. That could possibly be explained away by saying that being
part of Trinity Xander is special case, I'd still expect them to
assign a few officers to track his movements tho'.

Secondly, and possibly more importantly. Xander is walking
through the East End of London, Docklands, in particular the
warehouse district. The only people who routinely go armed in
those areas are drug dealers (mainly Cocaine importers). A big
part of these peoples day to day lives is watching out for others
trying to take over their patch so they keep an eye on newcomers
and are very praciticed at spotting people carrying concealed
weapons. Now if these guys see that you're carrying a weapon,
suspect that you're carrying a weapon or simply are feeling very
bored they don't walk up to you and see if you're carrying a
weapon and give you a chance to say it's only a replica. They
call up a few of their mates and hide in doorways and on
rooftops. If you're unlucky you'll feel a searing pain as the
first round enters your chest before you collapse and die from
hydrostatic shock stopping your heart. If you're lucky you'll
never hear the first shot and feel the hollow nosed round
entering your skull and spreading your brain accross the
pavement. Most of the serious drug dealers are better armed than
quite a few countries. No matter how good you are, no matter how
well trained, the crossfire from 4-5 full auto weapons (Uzi,
Kalshnikov and ZZs are the favourites) will kill you stone dead
before you can turn.

It doesn't happen often, but it does happen. Most of the serious
gangs have well defined terratories and stick to them, a turf war
benefits nobody. You do get the odd punk who thinks that he can
carve out his own niche.
