G'day,

Our army celebrated it's 100th birthday on Sunday and the Governor 
General (kind of like the president but with little or no power) presented an 
army sergeant a new banner. In front of 100 000 people and more VIP's than 
you can poke a stick at, he takes the banner from his Commander In Chief and 
says "Thanks Mate". My USN friend nearly had a fit. Apparently that sort of 
thing ends careers over there. Here it's normal. Go figure.

Anyway, on to my point.

Easy, power.

We've seen the power that the Watchers Council has. It puts Giles into 
place to meet Buffy (getting a green card wouldn't be easy but they did it in 
less time than it took Joyce to move to Sunnydale). They seem to have the 
ability to be able to take it away literally overnight with indicates that 
they not only have people on the inside of the British government but some 
serious horse power in the US government too. It would seem safe to guess 
that they have key people in their back pocket in every government that's 
worth a damn. The Cancer Man would be sick with envy at their "Old boys club".

They have physical power too. They have very well oiled Black Ops 
teams (trying to kill Faith with a helicopter mounted machine gun, and the 
FBI doesn't even get a sniff of them? Serious horse power). Giles told Buffy 
that the Council could kill him with a stroke of a pen. Wesley said he was 
lucky the Council didn't cut off his head. These are serious powers normally 
held by kings and governments.

But the thing that makes them most arrogant is their view of their 
history. The Watchers Council has been around for thousands of years, beyond 
the Roman Empire. In their time they have witnessed empires rise and fall, 
religions flourish and die, governments come and go, Slayers called and 
killed. But through this, they alone have endured when everyone else has come 
and gone. They would see themselves as being above normal human affairs. 
Above governments. With all they have survived, they would see the Council as 
being eternal. This is something that is guaranteed to breed insane 
arrogance. They would think that they could do what ever they want.

But then, so did Hitler.
