Okay, quick clarification for you.  A witch is someone (usually female,
though the term can apply to men as well) who practice Magick (or Magic
or The Art or The Craft - bad movie for witch referrencing, BTW). 
Wicca is a religion, like Christianity.

Willow is a Witch.  She is a practicing Jew, though she seems to be incorporating some Wiccan beliefs into her own.  Jewish/Wiccan Lesbian Witch... boy, bet that goes over real well with her parents.
Tara is a Wiccan Witch (from all observances I've made).  While I don't think she's pushed Willow towards her own beliefs, I do feel she may have influenced them (just like anyone else you spend a lot of time with, you learn to see their point of view).
