This mail, as with 95% of the others like this, is a hoax. There is no way
as of yet, to actually trace a mail and then charge those who don't forward
it.
It's a simple chainletter, not more, not less, and there is no reason to do
what's said.
For proof that this is such, look up this or any of the other hoax pages out
there...

And please, especially before you forward this to any lists you belong to,
check first inhowfar it's true, and don't just believe everything you get.
It may be from a trusted person, but it's likely even (s)he got tricked into
it.
