This is exactly my point. True C&C cannot, would not, and should never fallto
this problem. UNLESS THE AUTHOR IS A WEENIE!
If C&C is carefully expressed, the 'T''s crossed and the 'I''s dotted, that
the emphasis is that this is just opinion, and what is wrong with the fic(If
anything) is carefully examined, explained and alternatives OFFERED. Not
thrust down the authors throat.

The benifet? Everybody learns, the author, the C&C'er, those who READ it!
And why public?

Because it isn't being done.
I have never, EVER gotten C&C since I started writing Buffy. Oh sure I have
pre-readers. Really exellent ones.(You guy's are ..just so critical.)
But C&C comes unasked for and offered freely. 

Why doesn't anyone do it?

Two reasons I can think of.

1. There's this, again to me, totally irrational habit of being concerned over
feelings. You do it right, feelings shouldn't be a concern.
Oh you should worry about them but you are writing it because you have
something to say and you will SAY IT!
Being all ..fuzzy..touchy feely is fine. Just so long as you're not paralysed
by it.

2. It's the responsibility of the C&Cer to complete his job. That being,
having decided to do it, he must take the steps to make sure the issues of the
C&C are aherdered too and not much personalization is dragged into. And what
there is should be left to the end. If it's negative than it is there
responibility to phrase so the Author knows it's not personal and, while there
is something wrong, it's not the end of the world.

So again, you know where I stand.
As if there was any doubt?
