I thought it was important to show the difference between how 
regular nightwalkers and enforcers are created.The council members 
use a drop of blood from several of the elders to bond the enforcers 
to the council ensuring their loyalty to the council of elders.I sure 
as heck wouldnt want to create super strong vampires who are as 
strong as a regular nightwalker thats over a thousand years old 
without taking some steps to be able to control them.
