I was under the impression that vamp hair didn't really grow. I'm not sure 
where I got that idea, though :) Other vampy parts do regenerate, and if 
hair didn't it would suck for vamps who got their hair burnt off (unless 
they managed to do a Master impression.)

I guess it's just One Of Those Things. Like how Spike can smoke without 
breath, and... ahem... without a pulse.
