I have to go with Season Three. That's pretty much where the rules changed, 
with the final round against the Mayor, Buffy dealing with growing up for the 
first time(and handling it better than she has so far this season), plus the 
incredible chemistry between Sarah and Eliza. Season four had some good 
eps, but not much of a cohesive storyline. Even Joss said that the 
Initiative were the lamest villains ever.
