Michael,

Indeed, most markets have two syndication loops. Here in LA, the one
that airs at 5:00 pm Sundays began with "Welcome to the Hellmouth", but
the one that runs at midnight started with "Anne" and they're right
where you said they are.

Frankly, I was thinking that because of the second loop, they might be
able to release the S3 DVDs even sooner, but you've hit on the reason
why that won't happen. There are bound to be some markets that can only
show one loop, so the contract is probably set up so that the first loop
(which began with the pilot) is the one which has to have shown a
particular ep before it can be released on DVD. Thanks for pointing
that out.
