The reason why they release the DVDs over in Europe and around the rest of
the world before NA, is probably because the syndication market in NA is
greater. And the networks showing the syndicated shows don't want the DVDs
coming out till they've had a good run first.

Fox probably wanted to milk as much out of the syndication deals in NA as
they could, so they probably promised not to sell the DVDs here, till after
such and such a time.
