Personally I was always of the opinion that Giles had let his own experiences 
with Ethan and his mates, when he was Ripper, color his prejudices against 
Willow's magic training. If he's guilty of anything, it's of blindness. As 
long as Willow was merely floating pencils around, he figured she was safe. 
Personally I'm surprised he didn't try to tutor her after she accidently made 
him go blind (and launched the Buffy/Spike ship) in "Something Blue". Maybe 
he figured that Tara would keep her honest. He didn't realize how powerful 
she had become, until it was nearly too late. Incidently(shameless 
self-promotion ahead!), this is a point that we hope to address in the 
MegaWitches Round Robin story, "Rising from the Wreckage". One of the many 
mistakes of Season Six that we intend to correct.
