well groundskeepers maintain the graves and clear away dead flowers and the
like. That's why we keep flowers planted at my grandmother's grave. They
regenerate themselves. It could just have been a while since they visited;
flowers only last a few days. Xander wasn't very close to Tara, also...Dawn
was, Buffy was friends with her but they weren't as close as either girl was
to Willow. And what with saving the world at least once a week, they might
not visit that often.
I also thought that Willow might have visited the grave before she left, but
that's entirely my own guess since it was never really touched upon one way
or another, was it?
A final note...although Tara's physical body is for some reason the writers
chose to hope he would never contemplate, in a cemetary in Sunnydale. Her
spirit, however, is not limited to such. I imagine that Willow's spoken
to/with her before. I think Willow's going to the grave was just a measure
for closure-for Willow maybe, but mostly for us. A reminder that Tara's
really dead.
I would have loved to have seen the service. Jenny's as well.
