Yes, reports of future casting information are spoilers.

That said, I wouldn't credit TV Guide having left Tara in the cast list
as meaning a damn thing. Last year they kept including Giles in the
cast lists of eps he wasn't even mentioned in, and I wouldn't be
surprised to learn that Angel and Cordy and Wesley got listed for Season
4 eps long after they'd flown Sunnydale. TV Guide is pretty notorious
for not bringing that info up to date.
