FYI, the actor's name is Jeff Kober. He also played Krelik, the psycho vamp 
who Buffy had to face sans Slayer powers in 'Helpless'.

Also in the 'Where Are They Now?' department, check out next week's 24 (and 
if you haven't been checking it out, why not? It's the most intense hour on 
television!). President Palmer's new advisor is played by Harris Yulen,
