Okay, so it's 72-hour wait on pistol purchases and not a verification of
Warren's previous gun permit that would make it difficult to just pick
up a piece like that, but the plot point is the same even if the law is
different. Due to CA laws (whatever you might think of them), the clerk
would have to be doing Warren a favor to hand it right over as he did.
And, yes, that's possible, but I think the story would have worked just
as well if the gun had just mystically appeared in Warren/Willow's hand
(the whole "do your own curse" thing).

Then again, Aly sold that scene and mystically-appearing guns would have
made the main plot even more similar to "I Only Have Eyes For You", so
maybe not.
