Yeah, I'm in LA, too (non-native, of course <g>) and I remember those
billboards.
As for the scene, I was going to direct you to buffyscripts.net, but
apparently in their shift from text to frames they've accidentally
dropped the "Teacher's Pet" script (the link for "Witch" goes to "The
Harvest", and "Teacher's Pet" to "Witch"?arrgh!). So allow me to
transcribe:
(NOTE: This is set early in act 1, and is supposed to be between the
time Xander gets sneered at by the singer in the band, and the time he
joins Blayne and his bud at the counter.)

ANGLE: FROM THE BALCONY
As we look down on Xander wandering, we TILT UP to find Buffy and Willow
in mid-conversation at one of the tables up here.
BUFFY:
Dr. Gregory didn't chew me out or anything. He was really cool. But
Flutie showed him my permanent record. Apparently I fall somewhere
between Charles Manson and a really *bad* person.
WILLOW:
And you can't tell Dr. Gregory what really happened at your old school?
BUFFY:
I was fighting vampires? I'm thinking he might not believe me.
WILLOW:
Yeah, he probably gets that excuse all the time.
Cordelia approaches
CORDELIA:
Here lies a problem. What used to be my table occupied by pitiful
losers. Of course, we'll have to burn it.
BUFFY:
Sad, you have so many memories here. You and Lawrence, you and Mark,
you and John. You spent the better part of your "J" through "M" here.
Cordelia gives a look and moves on.

I can just see the scene: Buffy and Willow bonding (it's practically a
date, right? I mean, they came together and Xander's on his own. And
Willow's done up much more prettily than is her norm, so clearly she
wanted to look good for Buffy <BG>) and then Cordelia really laying into
them and Willow cringing. And then Aly giving a beautiful smile as
Buffy outsnarks Cordy (and basically calls her a slut) and the girls
maybe sharing a giggle as Cordy slinks away.
And of course, we do have the shot of them holding hands and beaming as
they come downstairs--this just puts it into context.
Short, but definitely sweet. Ah, what might have been. Pity Joss is so
against including deleted scenes on the DVDs. :(
