Just another piece...
In Doomed, Buffy answered Riley's question about what she was 
with "...Capricorn on the cusp of Aquarius."
It's been debated whether this is January 19th or 20th.
Surprise aired on January 19th 1998.  In the episode, it's clear that 
the first day is her birthday.
Incidentally, Doomed aired January 18th 2000.  There was no birthday 
episode in season 4 but this is the only mention I recall of her 
birthday during season 4.
