Uh, it's possible that you're looking for Shadowmage's Realms series.  
AU story where Faith never turned evil and Tara was sent by some higher 
beings to set up Buffy and Willow, only to fall for Willow herself.  
IIRC Ethan Rayne was also involved.
While the Hand of Chaos site is currently down, the story is available
