They'd already committed to Willow/Kennedy, at that point, so the Fred
thing WAS just a shout out to the W/F shippers.  They also weren't
done with Xander and Anya, so that was just a shout out.  And, as we
saw, in canon, Willow's feelings of friendship for Buffy aren't nearly
as strong as her feelings for Kennedy.  Buffy and Willow were played,
in the later seasons, as a couple of high school chums who grew apart,
who only had dealing with the threat of the Hellmouth in common, by
the end.  Any communication between them now is shop talk over
conference calls.  This works only if Buffy wasn't as important to
Willow as we liked to think, that she really was nothing more than
Willow's second best friend, after Xander.
