I consider terrorists and terrorist-sponsoring countries to have made 
themselves equivalent to vampires: inherently evil, so stake-on-sight. 
Remember, the vast majority of the vamps Buffy kills are completely 
"innocent": they're newbies, just out of the grave, who have yet to 
attack anyone, or even demonstrate hostile intent.
