if a welcome mat is all they need do the owners of the house have to put it there?  I'm guessing so because for the invite to work they need to live there.  And I'm guessing it's the words that matter, not the

As I said, it was in a fic, not in the series.  But there, yes, the homeowner had to be the one to place the welcome mat out.

As for intent, there's canonical evidence in 'The Initiative' that it's the words alone.  Willow called out, "Come in," and Spike entered.  First, she knows about vampires so she couldn't have any intent to let one in.  Second, she knew Spike personally, and had absolutely no intention to allow him to enter...ever.  Therefore, it's words alone.

New rule in Sunnydale: Don't shout blanket invitations where vampires can overhear.

I have no idea what OOC means...could someone clarify *feels like an idiot*  and about the snap, it's more smartass which is something our group of scoobies excels at (willow less so, but still sarcastic).

OOC stand for Out Of Character.  When a character says or does something contrary to the way she's normally portrayed, it's referred to as being OOC.

That's the thing, Willow is so rarely sarcastic.  And this was almost Cordy-level mean, to boot.  Very unlike Willow's normal behavior.  Yes, all the Scoobies excel at sarcastic humor, but rarely are they mean about it; Willow least of all.
