I think it's more that... Willow's mother and father never got
much screen time/mention and the one real time Sheila Rosenberg
showed up... she tried to burn Buffy, Willow, and Amy at the
stake... so it is easy to make them villians when we don't
really know them... and also, as the only people who have a
"clear" religious/cultural identity in the Buffyverse (before
the faux-Wiccan thing happened to Willow) (Jenny had a cultural
identity - but I'm not sure about the religion part) they are an
easy target... IMHO.

Time to shake that whole idea up...

Uh huh... we're supposed to believe that? You're just a closet
Xander/Hermione shipper trying to trick us into doing an
HP/Buffy crossover :-)... by having Buffy related to Harry
Potter (and then he'll somehow get invited to the wedding and
Xander will meet Hermione... and it's all downhill from there...
) :-)
