The answer is yes.
Purring is caused by the constriction and expansion of the major blood
vessels in a cat's upper chest. The noise is made by the vibrations of the
blood vessel against the cat's throat as he/she breathes. Thus, Buffy could
purr since it's has nothing to do with the physical equipment.
We can thank Teeba, my new stray kitty, for that information. I just asked

Passion. It lies in all of us. Sleeping... ...waiting... And though
unwanted... ...unbidden... it will stir...open its jaws, and howl. It speaks to us... guides us... Passion rules us all. And we obey. What other choice do we have?
It hurts sometimes more than we can bear. If we can live without
passion, maybe we'd know some kind of peace. But we would be hollow.
Empty rooms, shuttered and dank. Without passion, we'd be truly dead."
