Death row is the only area in prison where prisoners are
routinely kept one to a cell. I don't think you had specified
that Buffy was on death row in your first fic.  

Prisoners are also kept solo in solitary confinement (used as a
form of punishment) or if they are considered to be a danger to
others (eg violent) or at risk. These aren't what I'd call
routine tho'.

I've been campaigning against capital punishment for some years
now so have picked up a fair amount about death row processes and
procedures. If you want to know more then 'Dead Man Walking' by
Sister Helen Prejean covers it very well (the film version misses
out pretty much all of the detail but is well worth seeing).
