They're all trying to 'beware the Ides of March', but since nobody in
network land is sure when the Ides are, they just avoid the whole month.

Seriously though, they arrange the schedule so that only new episodes will
run during periods when the ratings are measured because new eps almost
always get higher ratings than repeats. That this tends to screw all other
periods, doesn't bother the networks in the least.
