Harmony serves a few purposes, here.  One, she's fun to write.  
There's just something endearing about the airhead vamp, to me, 
which probably has a lot to do with Mercedes.  Two, she does the 
subtext thing (Most recent example was Shells...  "At least the girl 
of your dreams loved you.  That's more than most people get."  So, 
Harm, who was the girl of your dreams that you held a torch for?  It 
wasn't Charleze Theron, since you haven't actually met her...).  
Three, she serves some plot purposes.  I didn't want Angel to know 
about Cordy, but Buffy would call him and tell him, immediately.  
So, I needed a way for Buffy to make the call, but Angel to not get 
the message.  Harmony provided a perfect solution, and gave me 
another character to play with.
