Trust me, I have worked in non verbal communication most of my life.
Learning does not require speak. It doesn't require sign language either.
Watch, Listen and learn! It works.

As for the CoW, there was a good Fan story that I have somewhere., where 
Joyce goes to visit a family friend. Whci turns out to be Duncan McCloud 
from 'Highlander'. Maybe these group of Watchers could be linked or even the

same at the CoW in BTVS. Though Joss has never said anything about that. And

I don't think tht any of the fans ad Conventions have ever even ask that 
question.

Ok the rest of my two cents, There have always been secret societies that
horde knowledge, occult or otherwise. Egyptian Priest, Freemasons, Read
enough history you will find it. 

Frank Herbert talked about in on of his Dune books, about the use of secret
libraries. He mostly refereed to the Vatican library. It has been a long
time since I read it but I do remember thinking it huh that makes sense at
the time.
