We have seen proof that Willow's mom is pretty oblivious to her daughter.
She noticed that Willow had cut her hair in the one ep she was in, about
three months after Will had cut it. The demon was only around for a few
days. That leaves a lot of non demon-influenced time that the woman failed
to notice that her child had cut off about a foot of hair. And Willow's
mother had no idea 'til then that she had been dating Oz for a year or so.

The conservative thing is pretty much at the author's discretion.
