In answer to your questions:

The Council of Watchers
know names of other people associated with them:
Quentin Travers (Guy who fired Giles)
Sam Zabuto (Kendra's Watcher)
The three black ops guys were Collins, Smithy and Weatherby (I think)

Little is known of the councils abilities, however, they are not the source
of the slayer's powers and therefore DO NOT determine who will be called as
a slayer. The PTB's do that. However this does not preclude the council
from having some magical powers...

Depends on what that past is. Some things are fixed in canon others are
developed by fic writers. Of course, with AU's (Alternate Universes) all
things are possible. In my fic BNW, I used a variation of the Wish universe
and presented Buffy as having been orphaned at 12 when both of her parents
were murdered by vampires, afterwhich she was raised by Merrick.

I always thought wiccans were concidered pagans (ie. They don't worship the

As I said little is know about what, if any, powers the council has. With
the exception of the granting of Slayer powers, I don't see it being a
problem, although even that has its exceptions (Recently read a very good
fic wherein the Slayer powers were transfered via a magic spell from a
'current' slayer to a 'potential' slayer.)

Chazzman
