No. Or at least not so far and nothing to indicate that they
can/would. There was a comment made about their being a lot of
Alchemists on the board so it's possoible but a very long shot,
you'd be looking at really exceptional circumstances and probably
a great deal of danger for the casters so it's really, really
unlikely. Most of the magic in Buffy seems to be of the Wiccan
traditions (kinda) which emphasises balance so to give one person
immortality would probably require several casters all of whom
would lose their lives.

Be very, very careful. Creating a past is a common thing in
fanfic, you do have to be very careful to make sure it is true to
the cannon. For example you couldn't give Willow a sister unless
you're prepared to explain why in 'Passion' Willow described
herself as the only daughter of Ira Rosenberg.

Hmmmmm. Paganism is a very broad term that emcompasses a range
of faiths including Wicca and Norse Patheonism. There are a lot
of good books on Wicca, unfortunately there are even more bad
ones. Wicca has many traditions that widely diverge. A common
theme through out is respect for the Earth, balance and that
whatever you do will come back to you many fold in the end.

It's your fic, your world. So long as you stay true to the
series and to the traditions you are using you should be OK. For
example if you have the council bestowing Immortality on someone
make sure you point out how difficult it is and how costly.
Maybe it needs 21 high level casters all of whom will be drained
almost to the point of death (maybe even some of them die) and
will take a month to recover. The stars and moon must be in a
certain alignment that only happens once every 357 years. If
it's easy then that will beg the question "Why don't they do that
to a load of watchers who are top rated at fighting to create an
unkillable army to hunt down vampires?".
All IMHO of course.
