True, British police take a dim view of guns (enough to give pro-gun nuts 
nightmares or warm the hearts of anti-gun nuts) and even foreign police 
generally go unarmed.

As for the docklands being dangerous. Port Moresby, Dili and Ambon (in all of 
which, the RPG is a fashion statement. And I'm not talking about Role Playing 
Games) make the docklands seem as safe as the White House. Safer even, 
considering George 'Dubbya' Bush is president and the nuclear button is way 
too close to the intercom one. (And the rockets' red glare, the bombs 
bursting in air). :)

Plus it could be an area where a stake and a cross are more useful than an 
AK-47. (The AK-47. When you absolutely, positively, gotta kill every 
motherf**ker in the room)
