Actually, to my mind, Dr. Overwhosis in "Out of My Mind" could have
gotten the chip out, he just chose not to. When he said it was in too
deep, he was just being cautious and trying to talk Spike out of
it--both because he didn't want to de-chip him and because he was
worried that Harmony would eat him if he botched the job on Spike.
