Whistler served "The Balance", not Good. Had Angel kept his soul,
Whistler would probably have been helping Spike and Dru open Acathla to
even things up. He gets his chaotic kicks from keeping the battle
between Good and Evil on an even footing, rather than in the standard
"Crush, Kill, Destroy" mode, but he's still a demon. (The greater
perspective is probably just a side effect of his immortality and
doesn't contradict his immorality. Indeed, given what we now know of
Angel's importance, Whistler may have convinced him to help Buffy just
move his journey along to [potentially-destructive] places that
Rat-Eating Angel could never have gone.) He was just useful, on that
particular occasion, nothing more.
