Drinking age here is 21 and has been for a while, but Willow has indulged in under-age alcohol at the Bronze on at least two other occasions ("Something Blue" and "Family"), so I don't think that "Smashed" proves she'd hit 21 at that point. Also, given that Willow and Amy were doing all sorts of bad mojo that night, I don't think magicking up a fake ID, or entrancing the bartender would be out of question.

Also, I think Xander had an underage beer at the Bronze in "Triangle" but I'd have to recheck.
