No, not quite. There was a miscommunication between ME and Lindsay
Crouse's agents, and ME thought they could only use her for 10 episodes
and hurriedly changed their plans. Originally, Adam was supposed to be
an innocent, Maggie's helpless slave.

Besides, the arc made a lot more sense thematically as originally laid
out (Buffy abandons her friends for the new thing
[Riley/Maggie/Initiative] and then has to reconnect with them to defeat
Maggie and her troops) than as it came out (Buffy joins the Initiative
for half an ep, and has to fight some monster with no personal
connection to her at all). 

It took 90 minutes of wandering the web, but I finally found one of the
articles I'd previously seen on this subject, with David Fury saying for
publication that they had to adjust the arc. (Would that I had a hard
drive, so I could save all this stuff at my fingertips...) Here's the

(Regarding Spike, Riley was going to stay, until they couldn't re-sign
Blucas. Spuffy was not on the board when they signed JM for Seasons
4-5. They spent three years on "Bad boys can't work; Buffy needs a
normal guy", so it wouldn't have made much sense to immediately run out
and grab the other vamp for Buffy to pair up with. Spike was there to
replace Cordelia [caustic humor, truth-telling], not Angel.)
