A check of the transcript shows he bought drinks for Buffy and Giles.
(Shame on you, Lt. Finn, buying alcohol for a minor. BTW, Riley, then
in his second year of grad school, is most likely over 21.)

But Xander already had his drink, and earlier in the montage, he can be
seen handing Tara (celebrating her 20th birthday) hers. Although it's
not certain that Tara is drinking alcohol, since she's not with Buffy,
Giles, Riley, and Xander when they flinch at Dawn's "only losers drink
alcohol" comment and look at their cups. It does appear, however, that
Xander bought his own booze. Possibly with that "clever" fake ID he had
in "Beer Bad".

But it is actually Spike drinking the beers in "Triangle" and "Crush",
not Xander. Although Xander offers to buy "more liquid refreshments" in
the latter ep, but we don't learn what the gang is drinking, other than
Willow's request for a water, before Xander realizes Spike stole his
money.
