And let's not forget what Buffy tells Riley at the beginning 
of 'Doomed',
Riley gets up with a sigh, after a little more time: "What are 
you?" 
Buffy: "Capricorn on the cusp of Aquarius. You?" 

Which puts her around Jan 20, give or take a day or two.
