Yes, quite possibly. He might also have been responsible for the 1932
earthquake that wiped out the Satanic temple seen in "Grave".

This of course begs the question of why he didn't do anything about the
events of "Prophecy Girl" or "Innocence" and why his minion, Snyder, was
trying to impede Buffy in stopping Acathla in "Becoming, Part 2".
Indeed one criticism of Season 3 that can be found in the contemporary
reviews is that the Mayor being the villain provided a great opportunity
to explore the backstory of Sunnydale, but this was barely touched on.
