On the "Willow being subject to the Council" thing, no one is actually
subject to the Council, since they are an extra-legal authority. They
stick their tweed-clad noses (okay, so the **noses** aren't actually
tweed-clad, unless they've taken to wearing nose cozies, or something,
but you take my meaning) in wherever they feel like, and try and enforce
their will through loyalty or intimidation or whatever works. If you're
strong enough to stand up to them, you don't have to play their games.
(This was the point of "Checkpoint", you'll recall.)

I can see them wanting to punish Willow, and I can see Willow wanting to
be punished, or at least too scared of what she could do to fight them.
The WC's only-in-their-tiny-minds' "jurisdiction" shouldn't enter into
the practical considerations, at all.
