21 in California. You may remember the bit about Willow asking how
Xander can bartend when he isn't old enough to drink, and Xander
producing the fake ID.

Indeed, I fanwank one of the more annoyingly preachy exchanges in "Beer
Bad" 

(Giles: I cannot believe you served her that beer.
Xander: I didn't know that it was cursed!
Giles: You knew that it was beer!)

as not being a stupid blanket anti-alcohol statement from Giles (who
likes his whiskey, after all), but rather a reproach to Xander for
serving Buffy because she was underage. So, yep, they're all underage
in Season 4, and indeed up until "Bargaining, Part 1", at least.
