Dan, staking Angel, instead of cursing him, would have been vengeance as
well. Also, you're suggesting that the gypsies should have killed Angel to
prevent him from killing others in the future. So when Willow killed
Warren, she accomplished justice/vengeance, and prevented future murders.
The same thing you're advocating the gypsies should have done with Angel.

And yes, Warren wasn't a vampire. He's worse than one.
