First note: Buffy's birthday is January 20th (or possibly 21st).
"Surprise/Innocence" takes place over four consecutive schooldays, so
therefore it's either Monday-Thursday, or Tuesday-Friday. Buffy's
birthday is on the second of the four days, thus either Tuesday or
Wednesday. For the relevant week of January, 1998, that makes it either
Tuesday the 20th or Wednesday the 21st.
As for the main body of your post, I actually looked this up, because I
was trying to find Xander's birthday. (He claims "16 and a half" in
"Reptile Boy", which is on October 10th, but 17 two days after Buffy's
birthday, in "Innocence".) For a while, I toyed with the idea of him
being November-born, but then I discovered that the California school
selection is based on the calendar year, with no in-year cut-off such as
you describe. All 1980 births are Class of '98, 1981 births are Class
of '99, and so on. So Xander's birthday is presumably in early January,
pretty close to yours.
And while New York may now key the school selection to the school year,
that was not the case when my brother (January 10th) entered the school
system. As I recall it, my parents could have requested permission to
put him in with the previous class, as he was born in early January, but
chose not to, deciding that he'd do better as one of the oldest members
of his class, rather than the youngest one in the class before his. But
there was definitely a Dec 31st cutoff date back then.
So it appears New York changed the rules, which leads me to assume that
the "school selection=calendar year" concept was probably the original
one in most states, presumably also including whichever backward realm
Tara hails from, absent other evidence. So I'll still go with Tara as a
Season 4 sophomore, since Buffy and Willow don't get their singles until
sophomore year.
Along these lines, I note that in "Hush", wannablessedbe veterans Cheryl
and Nicole know Tara, whereas Willow is a newcomer to the group. This
again seems to indicate that Tara's been a member before freshman Willow
joined. And the fact that Willow sees Tara for the first time in "Hush"
apparently indicates that Tara wasn't at the Wicca Group orientation
that Willow attended during "Wild at Heart", which would make sense if
she was a sophomore and had already been a member for the previous year.
