My roommate is an elementary school teacher in California and she assures me that the cut-off birthdate for kindergarten selection is December 5th. I also know people in California and Texas with late December birthdays who had to wait for the next school year because they missed December cut-off dates. I believe December 5th or sometime near that has been the cut-off date in California since at least 1979.
It's all irrelevant anyway because Tara is smart, so as far as we 
know she may have skipped a grade or two.  It's more common than you 
think. I skipped 4th grade, I have a friend who skipped 3rd grade and 
a distant relative who skipped two grades.  And we're all 
underachievers now, LOL.
I like what you said about the Wicca group -- that makes a lot of 
sense.

So it appears New York changed the rules, which leads me to assume

the "school selection=calendar year" concept was probably the

one in most states, presumably also including whichever backward
realm
Tara hails from, absent other evidence. So I'll still go with Tara
as a
Season 4 sophomore, since Buffy and Willow don't get their singles
until
sophomore year.

Along these lines, I note that in "Hush", wannablessedbe veterans
Cheryl
and Nicole know Tara, whereas Willow is a newcomer to the group.
This
again seems to indicate that Tara's been a member before freshman
Willow
joined. And the fact that Willow sees Tara for the first time
in "Hush"
apparently indicates that Tara wasn't at the Wicca Group orientation
that Willow attended during "Wild at Heart", which would make sense
if
she was a sophomore and had already been a member for the previous
year.
